The immigration agency will run a lotto type, random selection process among all H-1B application received during this time period.</p><p>Employers are requested to stick to the new rules if not they risk having their application revoked or even denied as well as not being refunded for their multiple H-1B applications. Jhawar, the founder of Noble World Foundation and author of the book, &#8220;Building a Noble World,&#8221; writes, &#8220;It is time for the member nations of United Nations Security Council (UNSC) to move from their narrow national self-interest to a global vision that embraces the interests of all humanity. Strengthening the UNSC by removing the right to veto and introducing the membership of regional unions can make this vision a reality.&#8221; </p><p>The UNSC is the main organ of the United Nations (UN) responsible for maintaining global peace and security. While awarding the 2001 Nobel Prize for Peace jointly to the UN and its outgoing Secretary-General, Kofi A. Annan, the Norwegian Committee rightfully stated, &#8220;the only negotiable route to global peace and cooperation goes by way of the United Nations.&#8221; </p><p>Since its foundation on October 24, 1945, the UN has grown from 51 to 192 member nations. Despite this semblance of world-wide unity, fair treatment amongst nations is still lacking. The article states that the &#8220;law of the jungle&#8221; and &#8220;survival of the fittest&#8221; mentality still dominates many international relationships. On the world stage, the UN is unable at times to prevent invasions, proliferation of weapons of mass destruction, and global terrorist threats. Recently, the Iraq war has plunged the UN into its biggest crisis. </p><p>The article points out that in thisageof globalization, the UN needs to replace &#8220;might is right&#8221; with &#8220;right is might.&#8221; This means, changing the prioritiesof a world system that currently spends 3 billion dollars a day on armaments while 3 billion people - almost half ofthe world&#8217;s population - live below the poverty line of less than $2 a day.</p><p>According to the article, only a radically reformed UNSC can achieve sustainable peace and prosperity. Although the political structure of the world has changed dramatically since the creation of the UN in 1945, the UNSC is still dominated by the same five permanent member nations (P5) - Russia, China, France, the United Kingdom, and the USA. The P5, the main victors of World War II, still retain veto power that can be used to protect their national interests at the cost of human progress. Jhawar declares that the veto makes the Security Council ineffective in cases where the P5 are not in unanimous agreement. If one of the P5 says &#8220;no&#8221; to a resolution, then it is &#8220;no&#8221; even if the rest of the world supports it. This cannot be called democratic. To create a democratic structure, the UNSC should eliminate the veto power altogether. </p><p>The current 15-nation Security Council has five permanent and ten non-permanent, rotating nations that hold office for two years. Analysts and diplomats have recommended the enlargement of membership by adding influential nations like Japan, India, Brazil, and Germany. However, in Jhawar&#8217;s opinion, this will always encounter strong opposition from their neighboring nations. Therefore, a lasting solution, as difficult as it may sound, would be to replace member nations with appropriate regional representation that may eventually evolve into unions like the European Union (EU). Benita Ferrero-Waldner, the European Commissioner for External Relations, has already suggested that the United Kingdom and France should merge their permanent seats on the Security Council to form a single EU seat. </p><p>According to the article, the next step to UNSC reform should be to replace its member nations with appropriate regional unions. Jhawar explains that in a proper hierarchy, states make a nation, nations would make a regional union, and regional unions of nations, in turn, would make a global community. Thus, regional unions would become the necessary links between nations and a world body. This reform would encourage the evolution of democratic regional unions of independent nations world-wide, following the model of the EU. This was discussed at a meeting held between the Prime Minister of Finland Mr. Matti Vanhanen and the Union Minister of Shipping, Road Transport and Highways, Thiru T. R. Baalu here today. Ms. Susanna Huovinen, Minister of Transport and Communications of Finland. was also present on the occasion.</p>

<p>Thiru Baalu told the visiting leaders about the ambitious National Highway Development Programme (NHDP) and informed them of the Government's decision to take up all future highway upgradation programmes through Public-private partnership (PPP). The Minister also informed about the formulation of National Maritime Development Programme involving an investment of about US $ 22 Billion in Ports, Shipping, Shipyard and Inland Waterways. Thiru Baalu said that his Ministry has taken necessary steps to create investment friendly policies and mitigation of risk factors for the investors. He said that the legislative and legal measures to protect private investment are in position and procurement procedures are well defined and transparent.</p>

<p>The Finnish Prime Minister highlighted the recent growth trends of Finnish investments in India and explored future opportunities for the Finland investments to participate in the road and port development programmes of India. Thiru Baalu sought mutual cooperation in the area of Ship building and emphasised that the advanced technology of Finland in this area would help the Indian Ship building industry. To achieve mutual cooperation in these areas, the two sides agreed that there is a need for the authorities in India and Finland to establish a close coordination and communication for understanding the respective areas of strength, capability and achievements in technology pertaining to highway and port sector.</p>

<p>The two sides also agreed to explore the possibility of forming joint ventures in the area of Cargo handling equipment. It was also agreed upon that both countries would cooperate in the areas of Inland Water transport and Maritime training. Thiru Baalu sought Finnish assistance in setting up of the proposed National Maritime University in the country. The Minister also informed that Indo-EU Agreement in Maritime Service is due for finalization after discussion with EU authorities.</p>

<p>The two sides also discussed the progress made on Asian Highway Network Project which proposes to join some Asian countries with Europe through Iran and Russia. Various issues pertaining to road safety were also discussed and two sides agreed to share their experience in this area.</p>

<p>During the visit of the Chilean President to India in January 2005, a Framework Agreement on Economic Cooperation was signed between India and Chile on January 20, 2005. <p>Regarding economic development, Musharraf was optimistic about his country's future: "Pakistan has the potential to become the hub of economic activity and a catalyst for progress of a larger neighborhood. We are determined to pursue this destined role and are implementing plans for the development of infrastructure, communication and energy corridors. 			<description><![CDATA[<p>/India PRwire/ - President George Bush and Prime Minister Manmohan Singh announced the intention to establish a Bi-National Science and Technology Endowment Fund and a standing Science and Technology (S&T) Joint Commission. These initiatives will accelerate cooperation in many technical fields of mutual interest to India and the United States and benefit the economy and well-being of citizens of both countries. These initiatives build on the Indo-U.S. S&T Forum, established in 2000, and the S&T Cooperation Agreement signed October 17, 2005.</p>

<p>India and the US have a highly-developed educational and research and development capacities. Scientific and economic links between India and the United States have remained strong since the early 1960s, first in agriculture, and then spreading into a broad range of areas involving most U.S. government technical agencies.</p>

<p>The United States and India will each contribute to start the Bi-National S&T Endowment Fund. Additional contributions are anticipated to be added from private sources. Income from the Fund will support the joint research and the development of India-U.S. S&T projects selected through a competitive process. Projects considered for funding will span a broad spectrum of topics of mutual priority, particularly those with potential to jump from the laboratory into the private sector. Topics include: biotechnology, health and infectious diseases; advanced materials and nanotechnology science; climate science; clean energy technologies; clean water technologies, hydrology and watershed management; cyber-security; natural resource and wildlife conservation management; basic space, atmospheric and earth sciences; and marine sciences.</p>

<p>Recognizing the unique and expanding role of Science and Technology in Indo-U.S. relations, the Prime Minister and the President also agreed to form a Binational S&T Joint Commission that would provide a framework for a vigorous public-private partnership aimed at:</p>

<p>- Serving as a bridge and forum for dialogue between the government science and technology agencies in both countries;</p>

<p>- Fostering R&D and scientific exchanges between government, universities, research institutions, and the private sectors;</p>

<p>- Encouraging the joint research and development of fast and medium S&T projects for commercial products for mutual benefit of both countries through mutually agreed mechanisms.</p>

<p>- Providing oversight for Overseeing Indo-US cooperation in Science and Technology implemented through existing and emerging arrangements, including the Indo-US S&T Forum and the Binational S&T Endowment Fund, and;</p>

<p>- Encouraging commercialization of new technologies and identifying and promoting reduction of regulatory and bureaucratic barriers in both countries.</p>

<p>The Joint Commission will be appointed and serviced by the Department of State of the Government of the United States of America and the Government of India, co-chaired by senior leaders ranking government officials from each country, and composed of representatives from the scientific community, government and industry.</p>

<p>India has a highly-developed educational and research and development capacity. Scientific and economic links between India and the United States have remained strong since the early 1960s, first in agriculture, and then spreading into a broad range of areas involving most U.S. government technical agencies. The U.S. portion of the endowment comes from the U.S. S&T 'Rupee Funds' (also known as PL-480 funds) that were established in the 1980s to promote and fund S&T collaboration and educational and cultural exchanges. The rupee fund agreements, which stimulated a broad set of cooperative activity between the United States and India, continued until its funding authority expired in 1998. The Indo-U.S. S&T Forum was also originally established with a portion of Rupee Funds. The Forum is active and making valuable contributions in stimulating dialogue between India and the United States in the exploration and identification of mutual areas of cooperation through sponsoring workshops, scientist exchanges and meetings. The successful transformation of the U.S.-India relationship will have a decisive and positive influence on the future international system as it evolves in this new century.</p>

<p>Reviewing the progress made in deepening the global partnership between the United States and India since their Joint Statement of July 18, 2005, the President and the Prime Minister reaffirm their commitment to expand even further the growing ties between their two countries. Consistent with this objective, the two leaders wish to highlight efforts the United States and India are making together in the following areas, where they have:</p>

<p>FOR ECONOMIC PROSPERITY AND TRADE</p>

<p>(1) Agreed to intensify efforts to develop a bilateral business climate supportive of trade and investment by:</p>

<p>1. Welcoming the report of the U.S.-India CEO Forum, agreeing to consider its recommendations aimed at substantially broadening our bilateral economic relations, and directing the Chairs of the Indo-U.S. Economic Dialogue to follow up expeditiously with the CEO Forum;</p>

<p>2. Endorsing the efforts of the U.S.-India Trade Policy Forum to reduce barriers to trade and investment with the goal of doubling bilateral trade in three years;</p>

<p>3. Agreeing to advance mutually beneficial bilateral trade and investment flows by holding a high-level public-private investment summit in 2006, continuing efforts to facilitate and promote foreign direct investment and eliminate impediments to it, and enhancing bilateral consultations on various issues including tariff and non-tariff barriers to trade in goods and services, and preventing the illicit use of the financial system.</p>

<p>(2) Sought to expand cooperation in agriculture by:</p>

<p>1. Launching the Knowledge Initiative on Agriculture with a three-year financial commitment to link our universities, technical institutions, and businesses to support agriculture education, joint research, and capacity building projects including in the area of biotechnology.</p>

<p>2. Endorsing an agreed workplan to promote bilateral trade in agriculture through agreements that: lay out a path to open the U.S. market to Indian mangoes, recognize India as having the authority to certify that shipments of Indian products to the United States meet USDA organic standards, and provide for discussions on current regulations affecting trade in fresh fruits and vegetables, poultry and dairy, and almonds.</p>

<p>(3) Reaffirmed their shared commitment to completing the WTO Doha Development Agenda (DDA) before the end of 2006, and agreed to work together to help achieve this outcome.</p>

<p>FOR ENERGY SECURITY AND A CLEAN ENVIRONMENT</p>

<p>(1) Welcomed the successful completion of discussions on India's separation plan and looked forward to the full implementation of the commitments in the July 18, 2005 Joint Statement on nuclear cooperation. This historic accomplishment will permit our countries to move forward towards our common objective of full civil nuclear energy cooperation between India and the United States and between India and the international community as a whole.</p>

<p>(2) Welcomed the participation of India in the ITER initiative on fusion energy as an important further step towards the common goal of full nuclear energy cooperation.</p>

<p>(3) Agreed on India&#039;s participation in FutureGen, an international public-private partnership to develop new, commercially viable technology for a clean coal near-zero emission power project. India will contribute funding to the project and participate in the Government Steering Committee of this initiative.</p>

<p>(4) Welcomed the creation of the Asia Pacific Partnership on Clean Development and Climate, which will enable India and the U.S. to work together with other countries in the region to pursue sustainable development and meet increased energy needs while addressing concerns of energy security and climate change. The Partnership will collaborate to promote the development, diffusion, deployment and transfer of cleaner, cost-effective and more efficient technologies and practices.</p>

<p>(5) Welcomed India&#039;s interest in the Integrated Ocean Drilling Program, an international marine research endeavor that will contribute to long-term energy solutions such as gas hydrates. (6) Noting the positive cooperation under the</p>

<p>Indo-U.S. Energy Dialogue, highlighted plans to hold joint conferences on topics such as energy efficiency and natural gas, to conduct study missions on renewable energy, to establish a clearing house in India for coal-bed methane/coal-mine methane, and to exchange energy market information.</p>

<p>FOR INNOVATION AND THE KNOWLEDGE ECONOMY</p>

<p>(1) Emphasizing the importance of knowledge partnerships, announced the establishment of a Bi-National Science and Technology Commission which the U.S. and India will co-fund. It will generate collaborative partnerships in science and technology and promote industrial research and development.</p>

<p>(2) Agreed that the United States and India would work together to promote innovation, creativity and technological advancement by providing a vibrant intellectual property rights regime, and to cooperate in the field of intellectual property rights to include capacity building activities, human resource development and public awareness programs.</p>

<p>(3) Agreed to continue exploring further cooperation in civil space, including areas such as space exploration, satellite navigation, and earth science. The United States and India committed to move forward with agreements that will permit the launch of U.S. satellites and satellites containing U.S. components by Indian space launch vehicles, opening up new opportunities for commercial space cooperation between the two countries.</p>

<p>(4) Welcomed the inclusion of two U.S. instruments in the Indian lunar mission Chandrayaan-1. They noted that memoranda of understanding to be signed by ISRO and NASA would be significant steps forward in this area.</p>

<p>(5) Welcomed the U.S. Department of Commerce&#039;s plan to create a license exception for items that would otherwise require an export license to end-users in India engaged solely in civilian activities.</p>

<p>FOR GLOBAL SAFETY AND SECURITY</p>

<p>(1) Noted the enhanced counter-terrorism cooperation between the two countries and stressed that terrorism is a global scourge that must be fought and rooted out in every part of the world.</p>

<p>(2) Welcomed the increased cooperation between the United States and India in the defense area, since the New Framework for the U.S.-India Defence Relationship was signed on June 28, 2005, as evidenced by successful joint exercises, expanded defence cooperation and information sharing, and greater opportunities to jointly develop technologies and address security and humanitarian issues.</p>

<p>(3) Reaffirmed their commitment to the protection of the free flow of commerce and to the safety of navigation, and agreed to the conclusion of a Maritime Cooperation Framework to enhance security in the maritime domain, to prevent piracy and other transnational crimes at sea, carry out search and rescue operations, combat marine pollution, respond to natural disasters, address emergent threats and enhance cooperative capabilities, including through logistics support. Both sides are working to finalize a Logistics Support Agreement at the earliest.</p>

<p>(4) Welcomed India&#039;s intention to join the Container Security Initiative aimed at making global maritime trade and infrastructure more secure and reducing the risk of shipping containers being used to conceal weapons of mass destruction.</p>

<p>(5) Reiterated their commitment to international efforts to prevent the proliferation of weapons of mass destruction.</p>

<p>(6) Building on the July 2005 Disaster Relief Initiative, noted the important disaster management cooperation and their improved capabilities to respond to disaster situations.</p>

<p>(7) Recognized the importance of capacity building in cyber security and greater cooperation to secure their growing electronic interdependencies, including to protect electronic transactions and critical infrastructure from cybercrime, terrorism and other malicious threats.</p>

<p>DEEPENING DEMOCRACY AND MEETING INTERNATIONAL CHALLENGES</p>

<p>(1) Recalled their joint launch of the UN Democracy Fund in September 2005 and offered the experience and expertise of both Governments for capacity building, training and exchanges to third countries that request such assistance to strengthen democratic institutions.</p>

<p>(2) Welcomed the decision of India and the United States to designate a representative to the Government Advisory Board of the International Centre for Democratic Transition (ICDT) located in Budapest to facilitate cooperative activities with ICDT.</p>

<p>(3) Agreed that the Virtual Coordination and Information Centres set up in September 2005 should be further strengthened and a bilateral meeting aimed at developing a practical programme for utilization of its services be held soon.</p>

<p>(4) Expressed satisfaction at the expedited USFDA drug approval processes that strengthen the combat against HIV/AIDS at the global level and encourage greater corporate participation to meet this challenge, including the establishment of the Indo-U.S. Corporate Fund for HIV/AIDS.</p>

<p>(5) Agreed to expand bilateral efforts and continue cooperation in the area of medical research and strengthen technical capacity in food and drug regulation in India as well as address the concern on avian influenza, including agreement to reach out to the private sector, develop regional communications strategies, and plan an in-region containment and response exercise. The President welcomed India&#039;s offer to host the International Partnership on Avian and Pandemic Influenza meeting in 2007.</p>

<p>(6) Welcomed India&#039;s membership in the Coalition Against Wildlife Trafficking, a partnership through which we will collaborate in the fight against illegal trade in wildlife and wildlife parts; we also welcome the opportunity to strengthen longstanding work together on the conservation of wildlife through cooperation on park management and ecotourism.</p>

This came about at a meeting between Shri Kamal Nath, Union Minister of Commerce and Industry and Mr. Joseph Cordiano, Minister of Economic Development and Trade, Province of Ontario, Canada, yesterday, when Shri Kamal Nath mooted the idea of investing in diamond mines in Canada for sourcing of rough diamonds which could be then cut and polished in India for exports. He explained how India had emerged as the top exporter of cut and polished diamonds in the world, while there was good scope for Canadian mines being tapped for roughs.</p>

<p>Both the Ministers underlined the potential for expanding trade and investment ties between India and Canada. Although annual bilateral trade between India and Canada had grown significantly over the last decade from Canadian dollar 788 million in 1992 to Canadian dollar 2.45 billion in 2004, India's share in Canada's imports is only about 0.5%.</p>

<p>India is the 37th largest source of direct investment in Canada, with more than half of the Indian investment there being in pulp and paper. There has also been a steady increase in Indian investment in Canada in the last decade. Mr. Cordiano said that Ontario would welcome increased Indian investment in different sectors. The delegations representing the Government of India and the Aeronautical Authority of the Italian met on 14th and 15th February 2006 in New Delhi to hold detailed discussions on Air Services matters. The Indian delegation was led by Shri Ajay Prasad, Secretary, Ministry of Civil Aviation and the Italian delegation was led by Mr. Aldo Sansone, Director General, Department of Navigation and Merchant Navy and Air Transport, Ministry of Infrastructures and Transports, Italy.</p>

<p>The Air Services Agreement has been amended to provide for multiple designations of airlines. The two sides have agreed to make Kolkata an additional point of call in India for the designated airlines of Italy. Over and above the existing entitlements, the designated airlines of both Italy and India shall now be allowed to operate 7 additional frequencies per week in each direction.</p>

<p>As per the new Agreement the airlines designated by the Government of India shall now be entitled to operate air services in both directions from points in India to Rome and Milan in Italy, the intermediate points of call specified being Karachi, Kandahar, Jeddah, Bahrain, Kuwait, Dhahran, Tehran, Basra, Baghdad, Damascus, Beirut, Tel Aviv, Cairo, Athens, Istanbul, Sophia and Belgrade. Indian carriers will have 5th Freedom Traffic Rights between the following points and Italy: Vienna, Geneva, Zurich, Prague, Paris, Brussels, Frankfurt or Dusseldorf on Berlin, Copenhagen, London, Shannon, Gander, Montreal, Ottawa, Vancouver, Boston, New York, Chicago, San Francisco, and Los Angeles. Indian air carriers can operate without 5th Freedom Traffic Rights between the following points and Italy: Madrid or Lisbon and one point Latin America which includes South America, Central America and Mexico.</p>

<p>The airlines designated by the Government of Italy shall be entitled to operate air services in both directions from points in Italy to Mumbai, Delhi and Kolkata in India, the intermediate points of call being Istanbul, Athens, Cairo, Tel Aviv, Beirut, Damascus, Baghdad, Basra, Tehran, Dhahran, Kuwait, Bahrain, Jeddah, Kandahar and Karachi.
