Utilities across India have embarked on rigorous campaigns to replace all electromagnetic meters with electronic meters. This includes the replacement of defective meters and the introduction of metering to traditionally non-metered customers.

It is estimated that US$ 500 million was spent, countrywide, on the procurement of new meters for 2004-2005 and the goal is to meter the 130 million unmetered customers (20 million residential and 110 million agricultural) and to electrify the entire country by 2012.
