Recently, India-based Shobhit University, Meerut led by the Chancellor Shobhit Kumar worked with Quang Ngai government on the investment to the first proposed university in Quang Ngai named after late Prime Minister Pham Van Dong. Two days of intensive discussion resulted in signing off a Letter of Intention and drafting an Aide Memoire. PDU is designed to sit on about 24 ha with total cost estimated at 22 million USD, phased into two stages, 2008-2012 and 2012-2020.

Shobhit University has shown interest in soft investment of providing equipment, technology transfer and training the teaching staff for English, IT faculties and an electronic library whereas Quang Ngai is to provide infrastructure and buildings. There is a potential of expanding cooperation scope to Business Management, Technology and Engineering departments if the initial phase gets fruitful. In the meantime, it is agreed to initially start with English and IT courses in cooperation with the existing Teacher Training College in the soonest time.

A Letter of Intention was co-signed by Quang Ngai PPC Vice Chairman Nguyen Hoang Son and Shobhit University representative, Mr. Vivek Mittal, Director, International Affairs. It is strongly believed that once this education project becomes possible, Quang Ngai is confident to keep pace with other provinces of Vietnamin terms of socio-economic development and integration progress to the world with the help of Shobhit University, Meerut, India.
